The Demise of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are waged: optimistic declarations are delivered from different nations. Considerable effort is devoted on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track missile launches from across the border, a capability afforded by timely intelligence. From vantage locations, defense planes that had been deployed to engage hostile aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense engaged: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, most likely delivered by partner states. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly gives way to sober acceptance: maybe the approaching threat won't hit its mark this time, preventing destruction from ruin and further power outages.

Ongoing Risks

Not long after, a automatic firearm opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its destination.

With pauses, this persisted until dawn. Kyiv faced the morning news: seven people killed, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are demonstrably unable to replace in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from Washington provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new approach from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is unrealistic to force Russia to relinquish the areas that it already controls in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but preventing a total frontline collapse until situations evolve in its favour.

Existing Situation

Factually, there are no real preconditions for a truce. Now, subjective factors are becoming relevant: political desires to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all did their job.

While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
